Are all scenarios and campaigns playable as Soviets?

Between two experienced players of equal skill, I think the game favors the Soviets. Between two inexperienced players the game favors the Germans. I think the most fun I ever had with this game engine was learning the ropes. It's like learning to play chess.

I enjoy playing the Soviet side. The strategic initiative is with the Axis and so some scenarios offer a "live to fight another day" challenge to the Red Army player, but several scenarios have the Red Army squarely on the offensive..with lots of tanks.
Against the AI a good player has a real chance to turn the table.
