Yugoslavia Event does not Fire if France not surrendered

Is it supposed to be the case that Yugoslavia only goes Allied if France surrenders? In my current game it seemed almost beneficial for Axis not to have to invade Yugoslavia but that could be by design I guess if France holds that long.

Additionally the mobilization of Axis conquering Yugoslavia will not occur and US mobilization will stay low longer.

Yes, it is intentional as the coup itself was a response to Yugoslavia joining the Axis, which would have been unlikely if France hadn't surrendered.

If I recall when someone goes for "all of France" US mobilization doesn't increase until France falls. US mobilization should certainly go up on the DE (maybe more if they go AOF).

Having been the other side here I can say that it would have been more beneficial if I had known this. Had troops waiting there for nothing who then had to run for an already late Barbarossa.
Very nasty defence of France u did there. Wont happen to me again!
