Why the MP cost to ferry in scenario A is 5 (9-4) and scenario B is 6 (16-10)?
As mentioned above, you do get the administrative movement bonus for poor roads when moving into a ferry. In scenario B you don't get it since the administrative bonus doesn't apply to hexes next to enemy units. So you pay the full cost of 6 in this case.

The normal cost for a non-mot unit to entry a ferry hex is 6. If it triggers a combat, it must be greater than 6. I still got 5 (16-11). Why?

Mountain divisions have bonuses in MP in heavy snow. Maybe this is a case?
Do you other units nearby?
