Independent Colony and Pirates Question

So, I've tried setting the spawn rate to "Very Rare" and it seems to not be working that way I thought it would. In my most recent game, I ended up with 4, or 5, independent colonies all relatively close to me.

Is there a way to just turn them off? Is this something that there is a mod for? I'd much rather not have them spawn at all.

As for Pirates; I'm still seeing them spawn even if I have them turned off. Anyone know if there's something else I should be doing as well?

Pirates: just pirates turned off is not enough, there are always "story-line-pirates", you have turn also "Story line" game setting off when starting new game.
