As the Allied player you don't really have input on aircraft creation (other than turning onboard plane factories off or on). The planes come to you either from the aircraft replacement pool as given replacements at a certain rate per month, or in production at aircraft factory sites actually located on the map in cities like Los Angeles, San Diego, Melbourne, etc. Some plane types (like recon, PBYs) only get built (or given) in a relative trickle so you have sort of husband them with care for the rare birds they are.

Manual section 16.2 will answer your questions about the conditions required to draw replacements. Your habit of not even trying to research the question dissuades me from posting the contents or helping with the research further. If you have tried, you should say what you tried and what still confuses you.

All allied aircraft are built at a set rate per model. I see that you have replacements and upgrades turned on for all models. First of all, turn that off. You can do this globally from the aircraft button along the top. The problem with having those two items on, is that the west coast will always have your best aircraft and the front lines will not. You want to control, or manage, where your replacement aircraft go. These settings can be set at the beginning of the game and I recommend that when you start a new game that you read about each option so that you can make the right choice. Hope this helps....GP
