Performing an Undo doesn't seem to restore all movement

Hi,

I recently started a new game of Sixth Army Strikes! as the Axis. My first move was to move the 54 and 227 .Jgr Regts into Bazkowvskiy. I changed my my mind and did an Undo for both units. The maximum movement range for those 2 units is now 1 hex less than it was before my first move. I'm curious as to what has reduced the units' range? Is there something that isn't "Undone"?

I suppose it's because the movement cost of the roads have increased.
