For air units, Withdraw or Disband in red means you lose the aircraft. Not sure if the pilots are also destroyed or delayed a long time in returning to the pools, but you should be able to send them to the pools before withdrawing the unit.

I have probably a dozen or so air groups marked with these red lines.
What do they mean? Am I suppose to withdraw them? If so, why?
I can't find any indication of a negative effect for keeping them.

Failure to withdraw by the deadline costs you Political Points every day you go beyond the deadline.

BBFanboy is correct, Uncivil Engineer is not (he probably mistook it for the red in the list of airgroups).Withdraw or Disband in red means suboptimal conditions on the base which will lead to you losing some airframes if you attempt withdrawal/disbanding.
Screenshot below shows how an overdue airgroup looks like on its screen, and this red thing does not go away. But it is easier to spot those airgroups in the list of airgroups - the ones near or over withdrawal date will be marked red. It is adviseable to also regularly check intelligence reports screen -> Group withdrawal schedule

Thanks, that answers my question.

No one by chance has actually documented what all these colors, asterisks, etc. that show in these dialog displays and aren't in the game's documentation mean? I seem to spend a lot of time trying to guess at what it's trying to tell me.

Most of it was added in patches and can be found in WhatsNew.pdf in game folder.

E.g. meaning of different exclamation marks etc.

And what do you do when it penalizes you for not withdrawing an Air Group but there is no way to disband or withdraw it?
Its March 18th turn and log shows penalty of 8 PP per turn (24 PP so far) for unit HK Flight FAA.

It may be that the unit you are showing is a detachment. Seeing the OOB arrow activated suggests that the rest of the unit is somewhere else. At the start of the game there are 2 sections of the unit with one having Vildebeest and the other Walrus II.
Has the other section been withdrawn?

IIRC, the other part of the FAA HK flight is at HK but has Wildebeest aircraft. They cannot be combined until both segments have the same aircraft type. That will cost PP.

There may also be a rule about not being able to withdraw units if the enemy is within one hex. Not sure if that applies to Air Units though.

It did have one detached plane. It is a shame they made such an insignificant part of the game such a pain in the ass.

Are you able to get the two groups together?
That might be the way out.

You should be able to disband the single aircraft unit. Then all should be fine....GP
