Overruns in WPP

Did the overrun rule in WPP get changed in an update like they were in WPE where the unit had to have less than 1/3 of their full strength? I am getting a lot of Chinese units overrun at low odds. For example, last turn I lost two units to overruns.

1. Odds of 3-1, loss of 4 SP in the overrun.

2. Odds of 3-1, loss of 7 SP in the overrun.

they are the same in both games
