Diplomacy - Spain

In game 363386 the AXIS have 89% control of Spain at turn 42. UK has three chits in Spain. Yet almost every turn AXIS control increases. Are there other factors that the UK can use to influence Spain? thanks.

There are some Mobilization_2 scripts that can increase Spanish mobilization, perhaps it could be one of these?

#NAME= Franco Swings To The Axis In Response To Allied Preparations To Invade Italy (Spain->Axis)
#NAME= US Naval Aggression Near Spain (Spain->Axis) x2
#NAME= Sealion (Spain->Axis) x2
#NAME= Allies Abandon Mediterranean Positions (Spain->Axis) x2

This may or may not be relevant too, but once a country reaches 90% mobilization it will automatically swing by several % points towards 100% per turn, so it's before then that its mobilization needs to be prevented.
