Ground Movement on Railroads

Post by canuckgamer »

I did a hot seat test in War Plan Pacific and War Plan. In both games units using ground movement pay 1 OP when moving in to or along a rail hex that is in a terrain hex. For example a tank unit moving in to or along a rail hex that is swamp only pays 1 OP.
So the rail hex is providing a road benefit to a unit that is not moving by rail and as per road hexes it gets that benefit when entering from a non connected rail hex.
Is it because rail hexes are also road hexes even though there are road only hexes in the Pripet Marshes, Yugoslavia, Albania and North Africa?
