[1.11.01] Hi-Tech Industry upgrade is not in line with rest of factories

Other factories improve the production per worker/materials each lvl but Hi-Tech Industry does not follow this rule on lvl1 and 2, but the rest of lvls do.
Easy solution to this minor thing that bugs me more than it should is just to make lvl1 asset have 50 energy and 500 workers higher upkeep.
