I attach a situation in which a panzer div with still 4MP is allowed to execute a deliberate attack (Pressing shift the attack values change), however when I actually click for attack nothing occurs. Is it bug or another rule prevents the finally execution?

You don't have enough MP for a deliberate attack!

You can press shift anytime even when you don't have enough MPs for a deliberate attack. In this case you don't have enough MPs because motorized units need 16 MPs for a deliberate attack.

I think it costs 3 here as this seems to be the first turn of the game.

Turn 1 special MP rules apply only for as long as a division is above a certain number of MPs.

You also don't need a deliberate attack to take Minsk on T1. You could to a hasty with at little as two battalions of that division...
