How do you keep Japanese Army in supply

How do you keep partisans from damaging railroads and putting large areas of Japanese-occupied China out of supply. I tried keeping a line of divisions along the railroad to keep it open. What works? How do you keep the Japanese Army in supply in China?

Partisans cannot attack hexes adjacent to an enemy unit so placing divisions/HQ every 3 hexes along a rail line will keep it undamaged. The most efficient method in China is to take Changsha quickly then just use the central rail from Canton northwards to supply the whole country, only needs around 7 security divisions and the rest can go to island defence.
