Rule in Manual

"A unit cannot usually move from the ZOC of a unit into the ZOC of the same unit (i.e. a unit cannot move across an enemy unit front, it can only move away from that unit — an exception to this rule is that a Conscript unit with a stacking size of 1 will have a ZOC of 0, which means it has no ZOC and therefore units CAN move across its front.)."

I am wondering why I cannot move from one ZOC to another ZOC of the same enemy unit, or am I reading this wrong?

Okay, sounds good. The more I play this game, the more I realize how important the ZOC's are to attack planning. If a enemy unit is retreated in an initial attack, does that change the ZOC in the hexes that used to be adjacent to the retreated enemy unit, once the friendly units start moving?

Hi, yes, ZOCs are adjusted if units retreat or move.
Incidentally, even when you're in the planning phase, if you press Z to show ZOCs and move your units, you'll see the ZOC update so you can see what it should be like at turn end.
