Manual discrepancy

There are conflicting entries for (Light) Urban and Heavy Urban Defensive Modifiers in two tables (23.5.2 and 38.4.2) in the Original Manual. The discrepancy was noted by Darojax a year ago, but I don't see that it has been solved in the Living Manual either. What is the correct table?

I have also found a typo on page 399 of the Living Manual. On that page you can read (in the errata correction):
"In addition to the bonus for mountain units (38.4.1)"
... Shouldn't it be 38.4.2?
