Sorry if this has been asked before.

But for the Garrison conditions to be met in Poland prior to German-Soviet war, do the 6 ground units need to be Corps? Or will 6 Divisions do the job?

Yes, usually to split the low experience corps sitting around helps to round up the 6 required.

Only Poland requires a garrison as the Axis until they are at war with the USSR.

It is (for Poland) in the scenario notes, not in the manual. Some other special rules (such as blockade of Malta and Gibraltar for example) are also there.
