[1.11.01] Resettlement Decision not applying profile change

Noticed it a few times now, that when you get the resettlement decision where another major is pushing off a few hundred people to you, there's usually 2 choices, each with +12 and -4 (i think) in different profiles. The +12 never gets applied.

I have noticed same thing. It is reproducible. Save game attached.
