[1.11.01] Cannot reform certain HQ

Units that no longer have an OHQ can be seen on Spaceland's eastern and far southwestern front in this game. There is no option to reform them in the reform destroyed OHQ menu. Note you CAN reform the HQ of a heavy tank brigade that was created last turn, but none of the 5-10 MG units. This has been true for many turns now. Occasionally, an new MG unit CAN have its OHQ reformed, as was the case in the red MG unit near Qeofbase (northeast), but the others are still broken, and I suspect most new ones will be broken.

Similar notes as my last report seem relevant:

1) I create all my infantry formations without infantry, then reform the OHQ next turn, because I only want MGs and the bare minimum of infantry.
2) sometimes OHQ's end up having the same name
3) In other games I have noticed that at some point I can no longer reform some or all OHQs just like this. But again, not all OHQ's necessarily.
4) The game was started on Feb 12. The game was started with mods, however they only modify logistics and remove certain cards, to my knowledge.

This is probably related to a bug I already fixed with 1.11.02. (concerning HQ internal numbering ).

Did you by any chance lose any OHQ during your campaigns before this issue began?

Note that the fix is for new games not for games that already have the issue.
