How does Reconquest go (possible bug)

In our game, GE conquered Turkey.

USSR liberated it briefly and

GE conquered it again.

However, past the Peace Step TU keeps on being Axis controlled. I believe it is a bug, what say you?

Dont pay attention to the partisan, it shouldnt be there, it was due to a bug, FR aligned YU and when Vichy was declared, the partisan became a Vichy partisan in YU disturbing the game, especially the rail moves in YU, so we moved it there through one of the very few editions we have made.

RAW:

Reconquest
If the capital city of a liberated major power home country or minor
country is later occupied by an enemy unit during a peace step,
permanently remove all that country’s units from the game, even if it
is liberated again later.


So it looks correct to me. But I'm not sure.

That is correct, but shouldnt it be conquered by GE?

I have not been clear, it should have been:

"- In our game, GE conquered Turkey.

- USSR liberated it briefly and

- GE took again all the factories and cities.

- GE was not awarded a second conquest of Turkey after the peace step as you can see in the screenshot of a later impulse. there are still many hexes still belonging to a Turkey that should have been conquered, I think. And I cannot recall a proper (second) surrender"

Is there a reason for this?

There is no mentioning in the rules that all hexes will change side again during reconquest. That's strange, but also in the FAQ there is no mentioning of anything else happening during reconquest.
So it appears to me that MWIF is correctly coded.

It is strange, indeed. However even in that short paragraph it is not correct. Seems to me that It has not considered Turkey reconquered.
