VC Snipers in US Marine Hexes

In a PBEM game two of my opponents' units entered a hex containing one of my (VC) snipers. Haven't seen that before. Is it supposed to be allowed?

Yes, that is one of the unusual circumstances where opposing sides sharing the same hex is allowed.
