Pontoon bridges revealed with no intel

If one player creates a pontoon bridge, the other player can surmise where they have been built without any units having intel on the hexes. It can be achieved by looking at the map with the hexside effects on (Hotkey-E). The thing to look for is when previously impassable hexsides (with the black border) become passable (eg. red). See the following screenshot for a sample, taken from the introductory scenario. In this case the allies are in their original starting location, the axis has built a pontoon bridge in the northwest, and now the previously black hexsides are red. It seems like this should require intel, otherwise it seems to be violating the fog of war. Or is this intentional?
