Clarification A Fix In The Latest Update

In the latest update one of the fixes is:

"Strat bombing not killing oil points in stockpile"

If I were to strat bomb hex 50.34 which is a "1" oil and get a result of say 3 does that mean I eliminate the one oil on the map and two in stockpile? Does that hex revert back to a one oil next turn? If yes then the same loss procedure is applied, correct?

How it is supposed to work...

On the turn you bomb...you damage the facility and you destroy two oil from the stockpile.
Next turn no oil is produced from that hex but it is repaired back to producing one on the following turn.
