"US reacts to Axis gains at Gibraltar" - Firing more than once, bug?

Moved this to the correct sub-forum, sorry.

I've noticed that this event fires more than once, is it meant to, or is it meant to just fire the one time?

I.e. if the Axis move on gibraltar and fights in its vicinity without taking it, it keeps firing.

Do you have a screenshot from your game showing that this message has appeared twice? If you press L and go through the reports you should see the above text.

I presume this is in an official campaign rather than a mod or community pack campaign?
