Some questions that I have as novice

Hi, I have made some posts on here before asking questions. I really do love this game, I have 160 hours on it, and I usually play it for hours on end each day (The Eastern Front is an area of WW2 history I spend time studying). Since I last was active on the forum, asking questions, I managed to win some scenarios, and I have learned to apply some lessons from mistakes I have made or noticed I have made in the game. However, I do have more questions, because I feel like I can't find the exact answer to them, and right now I am trying to play the 1941-1945 campaign as Germany:

-I notice that in the southern front (Ukrainian theatre) that the terrain is much more panzer friendly, and that I am able to create more encirclements than in the northern and central fronts. I feel like both the northern and central fronts terrains are much more rough, which I notice moving over can drain my panzers in the game and leave me immobile from trying to launch encirclements and/or breakthroughs. What is a stratagem that I can use to help me maneuver my panzers in these fronts in the game?
-When I am resting my panzer corps after using them, does it matter where you place them in terms of terrain and how they'll be resupplied? What I mean is: is it best to place them on hexes with clear terrain and/or in cities?
-If we were to make a benchmark based on oil percentages for panzer divisions in the game: What percentage in terms of oil, would you say I should have my panzer divisions at before I decide to use them again in the game? What percentages do you usually try to keep their oil maintained at when you use them actively?
-How many turns do you recommend to allow a panzer corps to refuel and stop after each operation?

1) Not much you can do about this. But the distancees in the North/Center are shorter and supply is better. Making the initial breakthroughs with infantry important, Inreconmend to free the elite infantry from mock up duty and get it to the front ASAP.

2) What matters is the movement point and hexagon distance to the nearest working railhead. These things being equal, sitting in a mountain hex is no worse than being on a clear hexagon. Make sure the units are in their immediate HQ range.
3) No general rule exists, depends on the circumstances.
4) No genwral rule exists, depends on the circumstances.
