Unit can't be attacked or moved

Hi,
Love Strategic Command World War I, but have an odd problem.
Turkey surrendered, but the UK attacked it again a couple of turns later so it rejoined the Central Powers. A Romanian HQ was left behind in Aleppo. It cannot be moved or attacked and Romania is not available under Diplomacy. The unit is just kind of in the way. What is the issue?
