Game don't start in Steam

Hello!
2 days ago I wanted to start Command in my Steam, as I have done before for a long time. I didn't play this time for some period, so I didn't expect any problem but as soon as the menus were supposed to come, I had a CTD.
All the problem is explained in this steam post:

It seemed that starting as administrator the game could start. For 1 day, because today I have the same problem with same reports in event viwer.

Any clue how to solve it? As said I reinstalled, deleted the ini file, checked out the files.... It is the default non-beta version.

One thing that changes is when I restart, and inmediatelly open the game, it opens. BUT as soon as I quit it, it will CTD the second time I open it. I have tested reseting the computer a second time and it happens the same.
I suppose there is something that it has to be loaded after the game is started in the start process of windows10, but I don't know what it can be. ... some people said about MSI afterburner.. but I remove it from memory and still have the same problem.

Ok.. found the problem. Yes.. it was MSI afterburner.. but not only have to quit the MSI program but also the RTSS 3 programs. The funny thing is that I have always have this program installed for years.
