Air attributes not matching maybe?

Hi love the game. I find on 1942 scenario/Campaign that the combat attributes are not matching . the unit counter has 4 numberss for air to air tactical naval and strat but these dont match the unit card and the unit cards numbers dont match the umit details that you can open by clicking the spyglass.

It wasnt just Naval numbers being stuck at 1. At first I was thinking it could be efficiency but everything starts fullly ready and full health.

Your screen is showing a unit with naval air equal to 1. It works fine, see here:

Im saying look at air value 9 vs 6
tactical they dont match 2 vs 1
and anti is 3 vs 2

all 3 have different values notice?

The right shows base values...including upgrades and experience of 100%.

Left shows values after number of planes, experience and efficiency modifiers.
That is the value that will be used in combat.

At least if I am remembering correctly.

The formula is the based value multiplied by experience multiplied by effectiveness.
So, let's take the based air combat of 9 (on the right).

Your unit is at 100 % effectiveness and is at 60% experience.
So based air combat of 9 translates into 9 * 1 (effectiveness) * 0.6 (experience) = 9 * 1 * 0,6 = 5,4
Rounded to an actual air combat of 6. This value is the one on the left and on the counter.

OH

I was thinking Experience is related only if it surpases 100%
unit is training to vet status....but it is actually training or getting experience to reach a standard fully capable unit
Guess I should read experience deeper

so the unit is novice and will be fully capable/trained when it reaches 100% experience?
