Facility done or under construction?

I have attempted to build an administration center at each of my 14 colonies. It shows up in the individual colony screen, but when I look at the list as "under construction", most of them show up there. How do you know if they are built and operating or in process, and if so, how far along. BTW, what determines their progress?

Resources are a big factor. You should get a message when there complete....GP

I've been thinking about this, and while resources makes sense, there is NO indication anywhere that I could find (Manual or Galactic drop down) that resources other than Price is involved. Mine seem to never get built and are perpetually under construction. But they show up in the colony screen as looking completely built. Rather frustrating. I can't believe everyone understands this except me!
