Many towns in the Balkans/Greece with 0Mpp worth?

Many towns in the Balkans/Greece with 0Mpp worth?

I just noticed that most of the towns in the Balkans are worth no income at all, not even the "industrial" town of Kalamata in Greece.

Pretty much every other "Town" in the game as far as I can see, even in North Africa, are worth 0.25mpps per str.

Is this intentional or an oversight? It does seem very odd.

This is intentional, as per 1.7. Resource Values in the Manual, to avoid their economic value being too important.

Kalamata is an Industrial Center so that any purchased Greek units can potentially deploy there if Athens is cut off.

It would be something that rarely happens in a game, but was asked for after such a situation did occur some years ago. In this instance making Kalamata an Industrial Center is a way to allow their unit to be deployed, rather than relating to the industrial wealth of the area.
