Two Questions - Weather and Shipyards

The weather table indicates that in heavy rain, air units cannot attack. What about when an air unit is based in a hex that is heavy rain? Could it fly out of that hex and attack a hex that is as an example has clear weather?

My second question involves shipyards. A shipyard that the UK built was available for deployment this turn so I deployed it in a UK port. However looking at the production screen of the UK it still shows 75 which is the starting number of shipyards in the 1939 small fleet scenario. I thought that would have increased to 76? Or is the stockpile total increased although I don't know what it was the previous turn.

No.

Shipyards auto get deployed. Do you mean something else? The total shipyards should be increased if you built one.

Thanks, I will monitor the next shipyards in the queue to see if the shipyard total increases without having to deploy them.
