Unexpected Missouri surrender

Hello

I'm playing as the CSA, and Missouri just surrendered to the Union. I had NOT lost Jefferson City, the unit there had 4/5 out its strength left, but Missouri still capitulated.

Is this a bug or am I missing something.

If you're playing against the AI, then yes this will happen automatically in July 1861.
