How will PBEM work? Will it be: Japanese player inputs turn sends it to German player who sends it to Allied player who sends it to Chinese player who sends it to USSR player who sends it to Japanese player who then runs the turn and repeats the process. That would follow the UV formula but I'm jsut wondering if something different is planned for this game.

Turn order is as follows: Germany, Japan, Soviet Union, Western Allies, China

After each player, the game is saved off and sent. Due to the turn order, it is easy for there to be between 2 and 5 players in any given PBEM game as 1 player could play multiple "sides". There is a full VCR replay that goes back through 1 full turn, so you can always see what was done since your last turn.
All understanding comes after the fact.
