Raiding mode on gunboats

Quick question, is it really not possible in the engine to make gunboats (and maybe frigates) to arrive with 'raiding' mode turned on by default?
There is around 1% chance that they are recreating u-boats, lurking silently for some prey, or that they play brave ironclad-wannabes who need to conserve all supply for a tough fight with the enemy fleet. But for 99% cases, why we need to click so much
