Military production cost increase

I wonder if it makes any sense to increase the military production cost for the Union in the later years of the war, to reflect war weariness and the incentives which the union had to provide in order to meet enlistment quotas? Some have suggested that the game is unbalanced in favor of the Union. I wonder if this sort of change might nudge the game balance in a favorable direction?

I believe the Confederacy relied more on conscription, while the Union tended to rely more on financial incentives for joining up.

With the passage of the Enrollment Act (March 3, 1863), three-year enlistees received $300 and five-year recruits got $400, but these sums were divided up and paid in monthly installments with the soldiers’ regular compensation.
