Scavening skill bonus only for fuel - WAI?

I wonder if this is working as intended - the mouseover at my recycling center shows the scavenging skill bonus only working for fuel, but nor for (rare) metal production!?!

He must have missed the scavenge roll on those other item types. He needs to roll above 100 on his skill to get a bonus.

Holy ... I hope this is only for the player's factilities ... and remind me to never run a max size map on my toaster
