what is provided to the Union if CSA invades past the border?

In terms of units or anything (FS?)
Does it include owning a hex or actual unit presence?

Got a bunch of units in PA. Don't recall how many. 4 or 5 I think.

It is unit presence, not hex ownership. Also there is no 'border' in this sense, there are some specific lines in Pennsylvania and over Ohio, but it is not everywhere.
Check 'Volunteers' in strategy guide for details, or in decision scripts.

Here's the events in question:

DE 506: Raise Ohio/Indiana Volunteers?
Event Fires: On or after January 1, 1862, if there is at least one Confederate unit within
thirteen hexes of 102,64 or ten hexes of 123,57.
Cost of Accepting: 50 MPPs for three turns.
YES: Union receives a Division, a Brigade and a Cavalry Brigade in Indianapolis IN, a
Brigade in Salem IL, and a Brigade in Chillicothe OH.
NO: Nothing.

DE 507: Raise Pennsylvanian Volunteers?
Event Fires: On or after January 1, 1862, if there is at least one Confederate unit within
nine hexes of Harrisburg PA.
Cost of Accepting: 50 MPPs for three turns.
YES: Union receives a Division, a Brigade and a Cavalry Brigade in Harrisburg PA, and
one Brigade in each of Lewistown PA, Bedford PA and Gettysburg PA.
NO: Nothing.

Pretty sweet deal for the Union I've seen the Vicksburg Divison/or Brigade fire but I haven't seen the South get the same treatment?
