This is a very special case. I had a corps in San Diego and not enough transports to perform sea transportation.
So, I have splitted the corps into three divisions (10 strength each).
But, the division that did not move during the turn can't load on transports since the UI is preventing it. I have 17 transports that can't be used until next turn.

When you split a corp, the divisions / half armies always have 1 less movement point than the started with.
That looks like either the unit was just placed or it moved.
I suspect the unit was just placed from the deployment queue and only navy and air can move.

Yeap, you are right. The corps was just deployed and I have forgotten. It is working fine. False issue.
