Can't place new units

My USSR opponent did a combo airborne and sea invasion of Romania as a spoiler to my ongoing Barb. Bucharest fell, and the capital was moved to Galati. Romania never fell and I have since retaken every hex.

I have a completed Romanian unit in the construction queue that is available for deployment but I keep getting a message saying that there are no placement locations available. Is this a bug or WAD? Do countries lose the ability to place constructed units after their capital has been moved because of enemy occupation?

I believe that only Bucarest and its adjacent hexes might be legit deployment hexes for units (only in or adjacent of a city with production). You probably need to retake those hexes (Bucharest basically) before you can deploy that unit.

Idk ran a test in hot seat with your events and it worked fine, Romania can only deploy in Bucharest so if you don't control it you can't deploy but if you gain it back you should be fine.

I have retaken every hex in Romania. Still cannot place Rom builds.

I think what might be the problem is that Bucharest is now shown as controlled by Germany, not Romania. I guess when I ejected the Sovs from the city I should have advanced with my Romanians, not the Germans.

Has anyone else experienced this?

Yes,

Once Romania falls it is removed as an independent Belligerent.
It is now an occupied country that Germans controls i.e. Belgium, Denmark ect.

It would be a good feature to modify that for certain countries at least. Romania capitulated to the
Soviets and then the Romania army join the Soviets in their attack into Hungary. Same for Bulgaria.

OK, but Romania has not fallen. The capital was moved to Galati after Bucharest was (temporarily) taken.

If Romania had fallen, this would not have been an issue, as the units under construction would have just disappeared. As it stands now, I have Romanian units that can be deployed with no hex available to deploy them even though every hex in the country is under Axis control.

FWIW I can also still build new Romanian units but, for obvious reasons, do not intend to do so.

That is most probably it!

I do not know if it can be programmed than when liberated the hexes go back to the normal owner if the owner is still unconquered?

So are there any Romanian units still on the map? If not then I know of no way to reconvert those Germany controlled hexes back to Romanian. In fact, ordinarily any Allied hexes taken by an Axis minor simply converts to Germany and not to the respective country of the Minor Axis unit. Only Germany and Italy can convert a former allied hex to one of theirs.

This seems to be an ambiguity that the game's algorithm presents: The capital is captured, then relocated. But all the units of the country in question are removed from the map. Despite a Romanian unit remaining in the queue it cannot be deployed because none of the former deployment hexes can be used-- A Catch22. Romania is effectively out of the war.
