when will the other Races be added will it be a DLC or just another patch later down the road

Either through specific DLC or as part of expansions. I think they will be added through expansions as that give them a way to focus on races that builds on any new mechanics they implement or expand on in the game.

But we do know they will all be added eventually, that much have been said. We might even see some new races with some luck but all the current races will be added to the game over time.
