Has Italian Base experience always been 45? seems like it used to be 40. seems to me they should be a little worse then 5% less then the British and Americans

I am not sure. I would have said 40 but I am perhaps mistaken.

40 is what i remember I was surprised to see 45

It grows over time to a max of 50%.
