Separate Waffen-SS manpower pool

I think it would be closer to history if the Waffen-SS had a separate manpower pool with their units drawing personnel from that, rather than the unified German manpower pool that includes Luftwaffe, army and Waffen-SS in the game.

EDIT: maybe even two Waffen-SS pools, one to draw Germans and ethnic Germans from and the other that would function like Hiwis for situations like Latvian Waffen-SS division and similar non-German W-SS units.
