Do computer bonuses apply to all AI countries? (edited and expanded)

Playing Allies as UK, India and USA. For the sake of sanity and time, I'm leaving China and USSR to the AI. I've increased difficulty to Veteran.

Question: Do the increases to Spotting, Experience and MPPs apply to the USSR and China or only to the Axis countries?

The manual suggests no. If that is in fact the case, I've got some work in the Editor. Increasing the spotting range of all Chinese and Russian units is simple enough.
I can live with the 10% MPP deficit. This fact, in combination with tougher subs will add challenge and require more aid by USA and UK.

I'm stuck on how make up the +1 experience. The Edit Combat Data section of the Editor allows changes to experience gained but applies the changes globally. What exactly does +1 experience mean? Is it a doubling of the 0.15 value a Corps receives for successful combat defense or does it actually add 1.0 to that 0.15 value.

Any help greatly appreciated.

The benefits would only apply to the opposing side, and not to the AI controlled units on your side.

You can edit the factors as you mention in the Editor, though the Experience one is a bit more work as you would have to give every relevant unit on the map experience points, and also add them to the various units in their Production Queue and Unit scripts.

The Edit Combat Data section is for gains received by units during the game, and it's probably best not to touch that for now.

Sounds like the proverbial Gordian knot so I’ll leave things alone and just deal with a stronger AI. Probably a more interesting challenge that way.
