Why not offer to upgrade?

Why not offer to upgrade?

Currently - when you get a new level of facility - you can see it ghosted in your list of things to build (e.g. a higher level of colony government center). But if you try to click on it - it says "only one per colony" - but you can upgrade to it -
but instead of having an obvious nice way - we have to first click the old facility, then click again for the upgrade option.
Multiply this times every colony. Tedious and lame.

Just allow the building to BE the upgrade option. Directly. Why in the world not?!
