Late game reinforcements / Corps issue (or bug?)

I have been trying to plan for late game reinforcements for the Union AI but I'm stumbling into an issue with corps. Even if I raise the initial count, or if I grant say 2 corps per amphibious landing level (and the Union starts at 3 so it should give 6 initially), the allowance remains at 0. So I can't add them as reinforcements in 1863 or later as the Union.

Relatively to that, I don't see much of an interest in preventing a scenario editor from adding units beyond force pool allowance. Events already do that, so why can't we add say 6 corps in 64 because in 61 the force pool is 0? Seems an artificial and needless limitation, in my humble opinion.

My goal here is to maintain tension so that a human CSA knows that there is a large threat looming, the arrival of powerful units starting in 63. Even if you are clearly winning at some point, until the Union FS is crushed, you know you might still lose because of a large arrival of powerful units, each year, starting in 63. I guess I could do that as an event, probably.

When I run into this I usually just manually up the build limits by enough to get the unit added, then add the unit to the build queue, then reduce them again.

That said, I reckon in this case you'd be better off doing it via UNIT scripts anyway. If the corps are in the build queue, they will count against builds for all the time before they arrive. Say you add 2 to the queue, then developing Corps tech 1 (which normally allows 4 to be built) would only allow two more. Plus with events you could randomise the time that the units arrive, which would add to the uncertainty of the "large threat looming". Could be more interesting that way?

I was eager to try my edited campaign, so ended up adding divisions (raising the force pool accordingly), as I saw you had an ample supply of division names (more than 60).

I did try to grant an initial allowance of corps but it did not work, even with saving and reloading the scenario in the editor. Perhaps it is tied to the fact they are conditional to researching some techs? But indeed, the solution would not be ideal anyway, as this would reduce the actual allocation once you start developing researches.

Corps should become available by date and not by research, on this point I completely disagree on how the game is designed to implement Corps units in the game. According to what I have learned about the American Civil War the Union should be able to build an approximate 25 Infantry Corps historically. Having Corps as a Research is a wasted Research slot in my eyes. In the mod I'm busy working on the Corps research slot is replaced with Medical Services which improves all unit types morale by 10% per level, Medical Services represents improvements to medical care and the development of field hospitals.
