Possible blackmail bug

If I refuse the blackmail then Heart goes both up and down. That doesn't look right to me.

Edit - I refused the blackmail to see what would happen and Heart did go up by a net +3. Also, a whole bunch of leaders had a negative reaction to our refusal even though none show that as you can see in the screenshot.
