In both games we noticed that even if you only have one air unit within the air supply range and that air unit doesn't have any operation points left it can still air supply a ground unit. For example you can naval transport an air unit to a port within air supply range of a ground unit and you can click on the air supply icon of that ground unit.
Fighters can also air supply which seems odd. Maybe your intention was to have air supply more abstracted?

My impressions was that air supply units are different, not on map, air units than the ones on map (hence you have to buy them separately, there are not included in other units). I assumed that it was never the on map air unit in range doing the supply but actually transport planes that you may have or not have (just like for paras actually, which works since you can not resupply if you used all transports for paras.).

This also work well with the fact that fighter can actuel escort air supply and para missions.

The presence of an unit in range seems just to show that a base with the necessary material, equipment etc. was there.

That was my interpretation anyway...
