192nd Rifle Division never arrives

Bug spotted via the editor: the Soviet 103rd Rifle Brigade becomes the 192nd Rifle Division on turn 56. Shame that the 103rd Rifle Brigade never arrives (delay = 250).
The 192nd Rifle Division (1st formation) was created from the 102nd Marine Brigade (not present), while the 2nd formation was generated from the 112th Rifle Brigade (present).
