What should a German do if the USSR is playing against him, which is bombing as if there is no tomorrow.

What should a German do if the USSR in campaign 41 with the first move pursued the goal of bombing airfields with German fighters, basically, 1,2 for each patient with the help of medium and long-range aviation (Sb Pe Il 4, etc.) 30-40 sorties per airfield at an altitude of 5000? In a departure of 10 aircraft at a time, the exchanges from move to move are different but terrible. But in fact, the undesirable German gets on 1 fighter for 2 bombers. But there was a move and the German lost more than the USSR. But there, the Romanian hunters broke somewhere 1/3 of all. By the way, the German, by the way, also sometimes flew a ground attack on the troops and sea interception. As for loading as many bombs as possible.

Spamming a large number of small sorties for GA is considered pretty cheesy and generally a house ruled out in most PvP games

Does spam mean using 1 directive per direction with a lot of hits? It turns out that it is generally accepted to attack with all bombers at once or twice? And not 30 sorties?

There's no set rule but i would consider that spammy.

For example, if you want to bomb an airfield sending 1 sortie of 40 bombers is enough firepower to wipe any aircraft that may be in the airport. If you're sending 40 sorties of 1 bomber each that's just spammy as fighter interception doesn't always trigger (and even if it did, you'd run out of fighter travel distance/fuel pretty soon)

Bring up the fact that the game won't intercept such small raids at all and you want to come to an understanding. There's nothing that can be done in-game to prevent 40+ directives of <=10 planes each.

I did not feel that way when I saw it used against me in the K62 game where he did just that with the Germans. The Soviet fighters shot down a great deal of the bombers.

I believe I can stop that type of bombing with the Germans now. I have to test my theory but I am 99% sure I can. If I get time I will prove it out. Until then I am sorry for giving a non-answer but the start of the answer does lie in 18.1.10 for starters
