Altering the County List?

I am wanting to do mods that contain different countries other than what is currently listed. I see where countries can be added or removed, but there is only the listed nations to choose from. Can other countries be added to this list, or is it possible to change the name of a nation (that would be the easiest I think)?

This is very easy to do :D

In the folder for your custom campaign (for instance, 1861 Blue and Gray has a folder called '_1861 Blue and Gray' in the Campaigns folder), create a *.txt file (notepad format), and name it 'localization'.
Then open the new localization file, and add lines as follows:

#COUNTRY_ID_X= Nation Name

Where X is the number of the nation you want to replace. As an example, if you open the localization file for 1861 Blue and Gray, you can see that I have replaced COUNTRY_ID_12 (which is 'Idaho' in the game files) with 'Idaho Territory' for that campaign. The default list is located in the localization file in the game's install folder, about 80% the way down the document.
