If hex 162,74 and more heading west into Confederate territory were still in Confederate hands, then the Port will still have a connection to friendly territory and consequently the vessel there would be able to resupply.

It's likely its strength was deteriorating by 1 per turn if you had 2 units adjacent to the port, and it sounds as though you continued the process until it could reinforce no more.
